I have the honour to enclose a copy of a letter

which we have received from the Government of Hong Kong

directing that the deductions from the salaries of officers

on leave of their contributions to the Widows' and Orphans'

Fund should be made at the current rate of exchange instead

of in accordance with the practice hitherto in force.

This would appear to be an attempt to upset the

rule proposed in our letter of the 18th of July and approved

by your letter of the 25th of August 1892, and having

regard to the inconvenience which would be caused both to

ourselves and to Officers on leave if any other system than

that now in force were adopted,we trust that the Secretary

of State will insist on the system being maintained, It

as fully discussed in connection with the Ceylon Widows'

and Orphans' Fund in the years 1885 1886 in the corres-

pondence
